crap, i assume you're using the fromBasics dark theme? For some reason it's not showing up on mine. If you switch to the ocean-php5 theme it'll be under your user cp.
I'm guessing when the skin was developed we didn't have the vB garage up yet but i don't know vBullitan coding so i'll let someone else fix that.
