umm. for one thing, you dont have a fast metabolism if your getting a gut. the reason you arent seeing gains is you're probably not training correctly. im no professional, but take a look at my routine and compare it to yours.
obviously gains are gradual and take lots of time, but im seeing them at a steady rate which helps keep me motivated. i seriously was completely stagnant my first 6 months, due to a lack of proper training and dedication.
since you say you only get "toned" you leave me to believe you want to bulk up. which would require taking in 3 or less large meals per day. lifting very heavy weights, in low reps, high number of sets throughout a longer workout session.
learn yourself the proper powerlifting techniques (deadlight, squat, benchpress) there are very few things better than powerlifting to create pure mass. its how franco columbu (my sig) and arnold first started, which gave them and edge in their careers.
