Serious Engine Build

My friend, who will be leaving for Iraq in a few weeks, has a 97 base with almost 200k on it. He was thinking about selling the car but out of nowhere his father got the idea to build a ridiculous track car. This beast will be turbo, and they will be looking to pull as much power out of the car as possible. Money is really not an option. I am looking for a parts list to get this monster project underway. I will be assisting with the build, and will be in charge of deciding on most of the parts. I know the basics like pistons, fuel system, ignition, and headwork will be needed. I am just looking for some suggestions and also ideas of what else to get. I will also need to know of some reputable h series engine builders who will be able to do some serious engine work and tuning. Also I am sure that there will be some traction issues with this much power, so what can be done to reduce these problems aside from slicks? Forgot to mention that the engine will most likely be replaced with a H22a4 longblock matched with a m2b4 tranny with the lsd. Thanks for all your help.

Sleeving the block was implied since there is only one type of piston for the h22 that doesn't require sleeving, and I have yet to see any reviews of those.

While this car will be used mostly for the track, we also want it to be somewhat streetable. The plan right now is to program two different tunes, one for the street and one for the track so that we can switch when needed. The goal is to have a car that is still somewhat reliable for driving on the street on occasion.
