Wastegate Spring

Im wondering if there is a general rule when it comes to wastegate springs. The Tial 11.9psi spring(large green for the 44mm)do they tend to boost really close to what they are rated at, or a little higher or lower across the board? I want to get a spring that will keep me just below the 11psi mark for now, and the two closest are the 11.9 and 10.15(large red) And also what is the max you can over boost with a boost controller on a spring size?

they usually hold boost close to what they are rated at. now for how much you can over boost im really not sure..all i know that we have taken my cousins 4-5psi(cant remeber the spring rate) spring to 15psi...
