Well, Nick beat me to it. Thats probably my favorite link anytime suspension is being questioned.
I'm not a real big fan of stiff riding cars depending on what you mean. Having cheap shocks with springs that drop the height is going to make a really bouncy ride, epsecially in the back. It tends to get really annoying after a while. (about 2 blocks)
You definitely want to consider spring rates in the decision. Too stiff and your going to find every crack in the road throwing you out of your seat. I've been debating my setup for a long time and the best thing i've come up with for my application is tokiko illuminas and Ground Control coilovers with 350f/250r spring rates, but thats quite a ways out of your budget range. Save your money while you research and buy decent springs and upgrade the shocks at the same time. I'm pretty sure you'll be glad.
Another thing i'd suggest for a daily driven street car is to find a set if springs with the spring rate you want that arent adjustable height. Chances are you wont adjust them more than once anyway, so something like the eibach prokit nick mentioned would be easier/more beneficial.
