So when I come to a stop the rpm will rest at a grand then go up to a grand and a half then drop back to a grand and go back up

I cleaned the IACV and adjusted the FITV so I notcied my temp guage always runs a lil cooler the it used to could it be my thermostat causing this?? I even ran seafoam im out of ideas
like when it starts to do the idle tweak the only way to get it to stop is to turn the stering wheel all the way to the left and hold it there for like 30 secs then it will go back down to normal,
but the first time my car ever started doing this was in texas and it was during an ice storm last winter
